There are a few things you need to know about this Ba Xing Chong. First, it comes in the form of crafting specs. So you need to craft it first. It’s a legendary crafting spec so you need to have 18 attribute points in crafting and have the edgerunner artisan perk unlocked.
Next, is that this crafting spec is located in Adam Smasher’s secret room. That’s right, ADAM… SMASHER’S… secret… room. In order to get into this room, however, you need to have completed the main storyline.

If you got the main storyline all squared away then you will receive a side mission called “Chippin In”. This quest is from Rogue and the quest you need to get Johnny Silverhands gun, coat, and porche. The end of that mission will set you on a boat and it is on that boat that you can get into Smashers room.
Head to the Ebunike Docks fast travel point.
Once there follow the path that I take in the video. If you have not done the side mission yet then just make your way carefully until you get to the boat part.
This shotgun will come with random perks when you craft it. Other perks that it has is the SMART perk, which homes in on targets with self-guided micro-projectiles. It also has explosive rounds.
