Cyberpunk 2077: 9 Changes Coming with Phantom Liberty
Black Market
Phantom Liberty will bring with it the introduction of the black market. Any illegal weapons or cyberware deemed too destructive for common hands will be sold here. Dogtown is outside of police jurisdiction so if something needs to be sold “under the table”, Dogtown is the place to sell.
New Weapons
From what we’ve seen so far, weapons are about to get even crazier. Especially illegal ones purchased from the black market. New mods, scopes, and new weapon traits/behaviors.
Not to mention all the stuff I mentioned about the weapons in the black market. Those weapons are too dangerous. Some of the weapons will affect the user in a negative way but the trade off will be beneficial
Mod are different too. They’ll have benefits and drawbacks. One mod we seen increased magazine size but decreased reload speed.
That was a low tier mod. I predict that higher tier mods will have more benefits with less drawbacks.
New Clothing
Armor will no longer be tied to clothing. Cyberware will determine what level of armor you have. That frees you up to style your character how you want. Some clothing, like bullet vests, will still provide armor bonuses. I expect new clothing as well.
Cyberware Change
As mentioned previously, your defensive capabilities will now depend on your cyberware. Cyberware as a whole will have a lot more utility. To balance this, a cyberware limit capacity will be introduced.
Going over the limit will have negative implications. A reduction of overall health to name an example. We’re not sure now but it looks like there will be other negative implications too.
As far as new cyberware itself, we know about Kiroshi eyes that allow you to see enemies through walls and face reconstruction cyberware that will allow you to fool police when being chased. Current cyberware will have updates too. Like slamming the ground with gorilla arms.

Police System Change
Police have been overhauled. No longer do they randomly spawn if you commit a crime. Instead, if you commit a crime, they will come to the area and investigate. Then they will engage you if they see you.
The area you’re in will even affect how aggressive the police will pursue you. You’ll also see police chases of other gangs too.
If you get in a vehicle and drive off, they will chase you in police cars. If you commit more crimes during this process your notoriety will go up. At max notoriety, MaxTac will show up, then you’re in serious trouble.
Vehicles and Vehicle Combat
Yes, you can shoot and drive at the same time now. So if the cops are chasing you, shoot em’. If you’re on a motorcycle, you can use melee weapons like katanas. Vehicles themselves will also have weapons.
With Phantom Liberty will also come more vehicle quest. This will involve things like driving a vehicle to a location without taking damage or vehicle hacking where you’ll follow a vehicle close enough to hack it.
The buying from fixer mechanic will be scrapped. Vehicles will mainly (if not solely) be purchased from El Capitan Muamar Reyes. He will have a website for us to purchase from.
Healing Change
You will no longer be allowed to spam heal. Healing will go on cooldown, making combat more challenging overall. You also cannot heal while taking damage.
New Skill Tree + Perk Tree Overhaul
The skills have been reworked and simplified. According to people who played the Cyberpunk 2077 demo, the tree makes the skills feel more like perks than passive bonuses. There will now be major perks followed by smaller sub perks. The percentage system has been removed.
Now you may have noticed an empty Relic perk tree at the bottom in the current perk tree. That will drop in Phantom Liberty and will be our 6th Relic perk tree. There’s not much on it now, except for the fact that Songbird will be using it to communicate with us somehow.
New Endings
Phantom Liberty will have multiple endings depending on the choices you make. It’s not entirely clear, but some (or one) of those ending will even affect an ending in the base game or lead to a new ending in the base game.

New computer spec requirements
The computer spec requirements for Cyberpunk 2077 changes with Phantom Liberty. You will need to check your system if you play on PC. You may find that your PC no longer meet the minimum requirements to run Cyberpunk 2077 and play Phantom Liberty. Your Pc may need an upgrade or you may need to purchase a current gen console.

Reset attributes
It hasn’t been confirmed if you will be able to reset your attribute points. Judging from the perk tree overhaul, I’d say you will.
