In order to find this legendary Protective-Layer Fixer skirt or pants (if male), you’ll have to do some climbing. Go to the location of the joy toys in Japan town. Once you get there and climb to where you need to go, you’ll find a dead person. And a baseball bat.
These areas usually have stories. Apparently, the dead guy (Norris) was selling footage of the Mox workers. Patty told him to shut down that operation and he refused to do so. She told him that she would kill him with a baseball bat if he didn’t. When you arrive, you find him dead and the baseball bat.
