The name for these Legendary Badge Pants doesn’t have the word “Badge” in it. Normally clothing sets have a word that shows that they’re part of a particular set. This one is Anti-Puncture Neotac Pants With Composite Lining, but it’s still part of the badge set. You can tell by the quote when you inspect the piece of the gear itself. They all have the same quote.
Remember to save your game before picking up the armor. If it doesn’t have at least 2 mod slots on it, you can just load back in and the stats will change. The one that I have has a legendary stat of increased crit damage by 30 percent.
At the location shown in the video below, you’ll find a dead cop. This time in a doorway that’s kinda hidden from the general public. The story on this dead body is about a cop that got set up by a tiger claw who claimed to be a witness of human trafficking.

If you want to complete the Badge set and find the rest of the Badge gear, then check out the links below. So far there isn’t a Badge piece for the head and inner torso, although the coat part looks have one built-in. If you do find Badge gear for those body parts, please let me know.
