The location of these legendary Dura-Membrane Netrunner Pants will be found on top of a water tower in Northside, Watson. This area is also close to legendary weapon crafting specs to get the Buzzsaw submachine gun and the Psalm 11:6 Assault Rifle. As for the netrunner pants, you’ll find them on a corps once you’ve reached the top of the water tower.
The story here is a hacking mission gone wrong. A confident netrunner was hired to hack into the control box of a guy who grows poppy and to grab his buyer list. That guy must have had good defenses and that poppy must be really good because the netrunner got fried in the process.

Head to the area shown on the map in the video below. Look for the yellow motorcycle to know you have the right water tower.
